Youth Participation & supervision Policy

Youth Independence

Youth Independence: Youth ages 10 and up may use BCC playgrounds, shared spaces, and participate in BCC programs independently, provided they follow all posted rules and promptly comply with instructions from BCC staff or authorized volunteers. They may sign themselves in and out of programs (e.g., walking home or meeting their ride in the parking lot). If a parent signs a qualifying youth into a program, parental consent is required for them to sign themselves out; otherwise, the traditional sign-out process must be completed by the parent or authorized adult. 

Parent/Guardian Responsibility

Parents and guardians are responsible for determining whether their children are mature enough to use the facility unsupervised, regardless of age. They must ensure that any child participating independently is able to follow facility rules, behave safely, and respond appropriately in an emergency.

Free Play & Shared Spaces

BCC staff does not provide direct supervision or assume custodial responsibility for youth in shared spaces. Free play/shared spaces at BCC are not a babysitting or childcare service and does not require sign-in/sign-out. This policy applies to playgrounds, the library, and other open/shared spaces during non-program times. Parents/guardians are responsible for youth behavior and safety during unsupervised use of these areas.

Program Participation

Independent youth ages 10 and up who sign in to a program are required to remain for the duration of the activity and must pay any applicable participation fees.

Supervision of Younger Children

Youth under age 10 must be accompanied on BCC property at all times by a responsible person age 15 or older or be signed into a BCC-sponsored or BCC-partner organized program.  

Compliance & Sanctions

Failure to follow BCC rules or staff/volunteer direction may result in disciplinary action, up to and including loss of program and facility privileges.

Rules of Conduct

All minors using the community center must:

  • Follow all posted rules and safety guidelines.
  • Use equipment only for its intended purpose.
  • Treat other visitors and staff respectfully.
  • Comply with instructions given by community center staff.

Unsafe, disruptive, or inappropriate behavior may result in a minor being asked to leave the facility and/or a parent or guardian being contacted. Supervision is not provided by BCC employees or volunteers.  

Safety, Security, and Liability

  • Security Cameras: BCC utilizes security cameras for the protection of participants and property. Any incident or concern should be reported to BCC staff within 48 hours. BCC does not guarantee comprehensive coverage or retention of footage and is not liable for unavailable or unclear recordings.
  • General Safety Notice: BCC is a public facility. While reasonable measures are in place to promote safety, BCC does not provide one-on-one supervision or guarantee the safety or conduct of participants. Parental or legal guardianship responsibility applies at all times outside of organized, supervised programs. Participation in BCC activities is at your own risk.
  • Liability Waiver: By participating in BCC programs or using BCC facilities, all participants (or their guardians) acknowledge and accept all inherent risks associated with these activities and agree to hold BCC, its staff, volunteers, and partners harmless from any claims or liabilities arising from participation.
  • ·Medical/Emergency Policy: In the event of a medical emergency, BCC staff may contact emergency services and will notify guardians as soon as possible.
  • ·Photo Release and Waiver: By attending BCC programs or using BCC facilities, you (and your child, if under 18) consent to being photographed or recorded for BCC’s promotional and informational purposes, without compensation. 

Movies and Concerts

  • Supervision & Restrictions: Movies and concerts are monitored for safety only. Monitoring may include video surveillance. BCC does not provide moral safeguarding or content curation outside posted guidelines (e.g., movie ratings).
  • Participant Identification: Youth movie nights and some events may be limited by age and/or grade. A current student ID class schedule, or equivalent proof may be used in place of age or sign-in. Adult sign-in (by someone age 21 and up) is binding for minors, indicating that consent has been given for participation.
  • Responsibility: Supervision during events is general in nature and does not replace parental or guardian responsibility for behavior, safety, or appropriateness of content. BCC is not responsible for youth once an event/program has ended, outside of posted hours.
